Dimensions versus file size
Think of dimensions as how many dots make up the picture, and file size as how much room those dots take on disk. They are related but not the same.
A screenshot can be 3000 pixels wide and only 400 KB. A tightly detailed photo can be 800 pixels wide and 2 MB. That is why a file can pass one rule and fail the other.
Filnixa always shows both numbers so you are not guessing which one the site meant.
How Filnixa fixes it
It scales the image down until both sides fit inside your limits, keeping the proportions so nothing is stretched or cut off.
If you also entered a maximum file size, that is applied afterwards by compressing, and the finished file is checked against every rule you set.
